5 Feature Request Prioritization Frameworks That Actually Work

Every product team faces the same dilemma: 100 feature requests, resources for 10. How do you decide what to build? Here are five proven frameworks — and when to use each one.

The hardest part of product management isn't coming up with ideas — it's saying no to good ones. Feature requests pile up from customers, sales, support, leadership, and your own team. Without a systematic way to evaluate them, decisions default to whoever argues loudest or whoever has the most authority.

Prioritization frameworks fix this by replacing gut feelings with structured evaluation. None of them are perfect, but they all beat "we'll just do whatever feels right."

1. RICE Scoring

Developed by Intercom, RICE is the most widely used framework in product management. It scores each feature on four dimensions:

R — Reach

How many users will this affect per quarter?

I — Impact

How much will it impact each user? (0.25 to 3)

C — Confidence

How confident are you in your estimates? (50-100%)

E — Effort

How many person-months will it take?

RICE Score = (Reach × Impact × Confidence) / Effort

Example: "Add CSV export" — Reach: 500 users/quarter, Impact: 1 (medium), Confidence: 80%, Effort: 0.5 person-months. Score: (500 × 1 × 0.8) / 0.5 = 800.

Best for: Data-driven teams with good analytics. Especially useful when comparing very different feature types (UX improvement vs. new integration vs. performance fix).

Watch out for: Garbage in, garbage out. If your reach estimates are wild guesses, the score is meaningless. The "Confidence" multiplier is supposed to handle this, but teams often default to 100% on everything.

2. ICE Scoring

ICE is RICE's simpler cousin. Popularized by Sean Ellis (who coined "growth hacking"), it uses three 1-10 scales:

  • I — Impact: How much will this move the needle? (1-10)
  • C — Confidence: How sure are you about impact? (1-10)
  • E — Ease: How easy is this to implement? (1-10, where 10 = easiest)

ICE Score = Impact × Confidence × Ease

Best for: Early-stage teams, growth experiments, or when you need to score quickly without deep data. The simplicity is a feature — you can score 20 items in 15 minutes.

Watch out for: The 1-10 scales are subjective. One person's "7 impact" is another person's "4." Calibrate as a team before scoring.

3. MoSCoW Method

MoSCoW sorts features into four buckets instead of scoring them numerically:

Must Have

Non-negotiable. The release fails without these. Think: critical bugs, compliance requirements, core workflow gaps.

Should Have

Important but not critical. The release works without them, but users will notice the gap. Target for this cycle if capacity allows.

Could Have

Nice-to-haves. Would improve the product, but can wait. Only pick these up if you finish everything above.

Won't Have (this time)

Explicitly out of scope. Not rejected forever — just not this cycle. Crucial for managing stakeholder expectations.

Best for: Fixed-deadline projects (like a product launch or a quarterly roadmap). Forces clear trade-off conversations. The "Won't Have" category is especially powerful for alignment.

Watch out for: Everything becomes a "Must Have" if you're not disciplined. A good rule of thumb: no more than 60% of items should be in the Must Have category.

4. Kano Model

The Kano Model categorizes features by how they affect customer satisfaction. Unlike other frameworks, it recognizes that not all features impact satisfaction the same way:

Basic Needs (Must-be)

Expected features that cause dissatisfaction when missing but don't increase satisfaction when present. Example: login working, pages loading, data saving correctly.

Performance Needs (One-dimensional)

More is better, linearly. Example: faster load times, more storage, better search results.

Delighters (Attractive)

Unexpected features that create disproportionate satisfaction. Don't cause dissatisfaction when absent. Example: AI-powered suggestions, smart shortcuts, delightful animations.

Best for: Understanding what kind of impact a feature will have on customer satisfaction. Especially useful when deciding between fixing basics vs. building new capabilities.

Watch out for: Kano categories shift over time. Today's delighter becomes tomorrow's basic expectation (think: mobile-responsive design).

5. Weighted Scoring

Weighted scoring lets you create a custom formula based on what matters most to your business:

Define 3-5 criteria and assign weights that total 100%:

Score each feature 1-5 on each criterion, multiply by the weight, and sum for a total score.

Best for: Teams with clear strategic priorities. The weights make your trade-offs explicit — if revenue impact is 30%, everyone knows that's what the company values most.

Watch out for: Don't over-engineer the weights. 3-5 criteria is plenty. More than that and the scoring becomes theatrical — you're just adding numbers to justify a decision you already made.
